TOKYO (Reuters) - Japanese government and ruling party officials are discussing possible additional cash payouts to low-income households to help them cope with impact of the coronavirus pandemic, two sources with direct knowledge of the matter told Reuters on Monday.
The amount of the potential payout has not been fixed, but government spending is likely to be much lower than a previous package that offered cash handouts of 100,000 yen ($940) to all citizens, said the sources, who were not authorised to speak to media and spoke on condition of anonymity.
The previous cash payouts cost the government 12.9 trillion yen ($120 billion), which was financed by deficit-covering bonds.
The discussions come after some ruling party lawmakers, concerned about job losses and suicides, have called for 100,000 yen cash payouts for the poor. They have also recommended more support for childcare and the provision of rice and other staples.
The government and the ruling bloc are aiming to compile new economic measures after the budget for the next fiscal year clears parliament, the sources said.
Finance Minister Taro Aso has thus far resisted new spending, arguing that government’s immediate focus is to enact the budget and that emergency reserves could be tapped as needed.
Japan has the industrial world’s heaviest public debt burden and fiscal hawks are wary about cash payouts, which could end up in savings rather than being spent to boost the economy.

JERUSALEM -- Mass gatherings took place in Jerusalem on Sunday as Israelis celebrated the Jewish holiday of Purim in violation of coronavirus restrictions.
Authorities had been concerned about a repeat of last year, when Purim celebrations helped fuel an initial wave of the coronavirus in the earliest days of the global pandemic. The government urged people to celebrate at home this year, and police attempted to block traffic from entering Jerusalem and declared strict limits on public gatherings.
But the restrictions were not able to prevent street parties as well as mass prayer celebrations in ultra-Orthodox areas, which have repeatedly flouted safety rules. With traffic clogged at the entrance of Jerusalem, Israeli TV stations showed videos of ultra-Orthodox families walking along the side of the highway into the city.
Purim marks the victory of Jews over a tyrant in ancient Persia and is celebrated with costumes, drinking and parties.
The holiday was celebrated nationwide over the weekend, with Jerusalem celebrating a day later than the rest of the country. Similar safety violations took place in both secular and religious areas of the country.
The celebrations have threatened to undercut Israel’s successful vaccination campaign. The country has vaccinated most of its adult population, but younger Israelis in their teens, 20s and 30s have been slow to get inoculated.
According to Crime Stoppers, an anonymous donor has added $1,000 to the reward for a total of up to $4,000. After the first 48 hours, the reward will be $3,500.
GRAHAM (KFDX/KJTL) — Crime Stoppers is reaching out to the community for any information about a murder that happened in Graham overnight.
According to Graham PD officials, officers were dispatched to the 700 block of Pecan Street at around 1:30 a.m. Sunday morning, Feb. 28, in reference to calls about a white man acting suspicious and looking into parked cars.
Witnesses also reported they saw the white male walk into a residence on Pecan Street.
The male spent some time inside the residence and then left with items from inside the residence, putting them inside a pickup that belonged to the person living at the residence.
The man drove away in that same pickup.
Before officers arrived on the scene, witnesses called a family member to check on the person who lived at the residence the white man was seen leaving from.
Family members found Justin Bartley Williams, 49, of Graham dead inside the residence.
Officials have released an image of the suspect, pictured below, citing tattoos on the suspect’s arms and chest.
Williams’ pickup that was taken by the suspect is a 2002 white over black GMC Sierra pickup, bearing Texas license plate MPC-9810.

“Fresh” is a 2009 documentary about agriculture and food production in the United States. The film details some of the flaws in the U.S. food system while celebrating those who are working to revert back to nature’s agricultural structure.

Will Allen runs an impressive farming operation and promotes the idea that anyone can farm the way nature intended. The better the food is, the better life is.

One of the biggest problems in our food production system is the treatment of cows. Salatin explained cows should be grass fed, but instead they’re often wheat fed, which they shouldn’t be able to digest. This results in cows getting sick, which makes people sick. If cows are supposed to eat grass, we should feed them grass.

To think that regardless of how much my food costs at the grocery store, I’m also paying a physical price for the foods I choose to eat is slightly terrifying. Should people be allowed to have that much control?

"Good or bad, the previous year really doesn’t mean anything," the 29-year-old Yelich said Friday from the Brewers’ spring training site in Phoenix. "You can’t do anything about it. Whether you were the MVP the previous year or you sucked, everybody starts at zero in spring training and the new year. We live in a business where it’s, ‘What have you done for me lately?’ What I’ve done lately is play terribly, so I’m looking forward to a fresh start and starting a new year."
During a pandemic-shortened 2020 season in which many stars struggled, Yelich arguably was the most notable example. He hit .205 after winning NL batting titles in 2018 and 2019.
He still produced a .356 on-base percentage thanks to 76 walks and had 12 homers and 22 RBIs in 58 games. But his .786 OPS was his lowest since 2015 and significantly off his NL-leading totals in of 1.000 in 2018 followed by 1.100.
"I thought I was pretty much all-around terrible," Yelich said. "It just wasn’t good. But it is what it is. This is baseball. That stuff happens. You can’t change it now and you can’t do anything about it."
The Brewers hope for Yelich to bounce back after signing him to a $215 million, nine-year contract prior to last season. Their hopes for a fourth straight playoff berth depend largely on him returning to form.
"I just don’t worry much about Christian," hitting coach Andy Haines said.
A look inside the numbers offers cause for optimism.
Yelich ranked sixth in the majors in hard-hit percentage, behind only Fernando Tatis Jr. Miguel Sano, Ronald Acuña Jr., Corey Seager and Eloy Jiménez. The problem was that he struck out over 30% of the time. Before last season, Yelich had struck out in only 19.6% of his career plate appearances.
He said Friday he has a few ideas over what went wrong and feels he now has a handle on the situation, though he declined to go into specifics. Yelich also says he spent time this offseason working with Haines in Nashville, Tennessee.
While Yelich hasn’t used the unusual circumstances of 2020’s pandemic-delayed season as an excuse, he acknowledged that "whatever routine you had last year pretty much got thrown out the window." Even before the pandemic started, Yelich already was having a different type of year.
He spent the initial stages of spring training in 2019 working his way back after a fractured kneecap had ended his 2019 season prematurely. The Brewers believe he will benefit from having this entire preseason to get ready for a more typical 162-game campaign.
Just don’t assume the disappointment of 2020 has put a chip on Yelich’s shoulder. Yelich doesn’t believe any additional incentive is necessary.
"I feel like you need to be motivated every year," Yelich said. "If you’re not motivated, stay at home, kind of, in my opinion. A major league season requires so much out of you. It asks for a lot. And you have to give the game a lot. If you’re not willing to meet the game at that level, it’s not going to go well for you. So like I said, previous seasons are irrelevant, in my opinion. They have no bearing on what you need to do in the future. Every year’s a fresh start."

Stepping into this new role was never going to be easy for Luke Smith.
When Smith was named interim head coach of the Cal State Bakersfield wrestling team in September, he immediately started behind the 8-ball, forced to prepare for a season that wasn't even guaranteed to happen.
When the Roadrunners finally did take to the mat in January, they'd only had 10 days of practice to prepare and their rust showed in a pair of losses to Stanford and Arkansas-Little Rock.
Somehow, that would prove to be the easy part of his rookie season.
On Feb. 5, CSUB shut down operations "as a result of university and department-wide health and safety protocols." This caused the final three Pac-12 duals of the regular season to be canceled.
In the weeks since the Roadrunners were cleared to return, Smith has scheduled as many practices and exhibitions as he could in a painstaking attempt to get his wrestlers back into shape. And right as he's begun to see significant progress, the season is set to come to an abrupt end.
Still having just two official dual matches under their belts, the Roadrunners will head to Corvallis, Ore., on Sunday to take part in the Pac-12 Championships. Opening-round matches are scheduled to begin at 11:30 a.m.
"This has been the shortest season and the longest season I've ever had all in one," Smith said.
It's very easy to view CSUB as a major underdog this weekend, as rust could be a very serious issue. All other teams competing at the Championships have had at least five duals, with three having taking part in at least eight.
But believing he has six wrestlers capable of qualifying for the national tournament, Smith sees a benefit to his guys coming in with so little wear and tear.
"There's good and bad for us coming into this weekend with only a couple matches," Smith said. "I think the good thing is that we’re fresh and we’re hungry because we haven’t gotten the opportunities to compete that we would have liked to. Usually a wrestling season is long and grinding. Your body’s broken down. And our guys are feeling good because they haven’t had the grind of the season.”
Expectations are very high for a pair of previous national qualifiers.
Fresh off winning a conference title at 184 pounds a season ago, Josh Loomer is looking to repeat that feat at 197, a class that will send three competitors to nationals. Loomer hasn't competed in an official match this season, but did go 2-0 in an exhibition at Cal Poly on Wednesday.
The 2020 season came to an anticlimactic end for Loomer, who couldn't compete at the national tournament after it was canceled at the start of the COVID-19 pandemic.
Dominic Ducharme, a 184-pound national tournament qualifier in 2019, is also hoping for a more positive finish to the year after a shoulder injury ended his 2020 season prematurely. Ducharme is back at 184 after competing at 197 a year ago.
Smith also has high hopes for heavyweight Jacob Sieder, who was dominant in earning a 2:46 pinfall and 16-0 tech fall in two matches against Stanford.
Chance Rich (133) Angelo Martinoni (141) and Ridgeview grad Albert Urias (174) are expected to be in competition for national spots as well.
The weekend could also an audition of sorts for Smith. Though he says he's had some discussions about becoming the program's full-time coach, struggles to find matches have limited his ability to prove how well he could handle the role.
Though he says he hasn't thought much about the future, Smith believes it could come into clearer focus with a good showing Sunday.
“I tell these guys to focus on the things in their control and I like to take my own advice," he said. "I’ve been so in the moment with everything going on that I haven’t even really thought much about the future. Right now, this is an opportunity for me to show during a very crazy, chaotic year that I’m capable of leading the program and doing it the right way.
"I’m just focused on doing best by these student-athletes, and then hopefully by doing that, that can put them in the best position to accomplish their goals. If they do that, hopefully that shows I’m capable of being the guy.”
Opening-round matches can be streamed on pac-12.com. The championship round will be broadcast on the Pac-12 Network beginning at 6 p.m.

Joc Pederson wants to shed some of the labels attached to him after seven seasons with the Dodgers.
There weren’t many teams that would allow him to do that going into free agency during the offseason, but after looking over some rosters late one night, the Cubs looked like a hand-in-glove fit.
Following the departure of Kyle Schwarber, the Cubs had an opening in their outfield, and after an increase in the team’s budget, they signed Pederson to a one-year, $7 million deal to be the Cubs’ primary left fielder.
Pederson, 28, had other multi-year deals on the table, but the Cubs were the only team that would give him a chance to be an everyday player. Now that he has that opportunity, the rest will be up to him.
“I know what type of player I am, and just getting opportunities is just going to be good for me,” Pederson said. “I guess you could say, I got to prove some stuff to them. But it’s like, I’m not out to prove it for anybody, but myself. Like I know what I can do and I’m not gonna add pressure like, ‘I gotta do this for you or them.’ It’s like, ‘No, I know what type of player I am, and to get the opportunities, it’s going to be fun, and it’s gonna be a fun year in Chicago.”
During Pederson’s tenure with the Dodgers, he was used as strictly a platoon player, and it’s hard to argue with the logic of using him that way. Pederson has crushed right-handed pitching with a career .849 OPS in over 2100 plate appearances, but the numbers against southpaws aren’t as pretty as the .576 OPS against left-handers shows.
“We’re gonna try to get him as many at-bats as we can against left-handed pitching, and he wants that. He’s hungry for that, and then just try to eyeball it,” manager David Ross said. “He’s gonna have to put up the numbers, but also watch the bats. Watch those moments when it may be, or try to identify from my seat, in our seat as as a group of what matchup may be tough left on left, and maybe that’s the day he gets days off or comes off the bench.
“But for the most part, I want to be able to give him the freedom to go out there and be himself and right versus left. And you know, we’ll have some moments where we’ll find out and then we’ll have conversations if it was not working out. But I have a ton of belief in Joc and where he’s at right now, so we’ll see.”
There’s a dramatic difference in sample size in the at-bats against right-handed and left-handed pitching, but after seven seasons, that sample size isn’t small anymore in either regard. But the goal for the Cubs this spring has been getting Pederson ample reps in live batting practice and in the cage to make the transition on the field easier.
“I think you’re looking at what his preparation is like to get those opportunities,” hitting coach Anthony Iapoce said. “Because everybody can say, ‘I’m not getting an opportunity here or I’ve been platooning,’ but the work that he’s been putting in now. You see that he wants it. He wants to try and seize that opportunity. Not just that he’s working hard, but really being proactive in his cage work and what he wants to do off of lefties, off of righties.”
If Pederson struggles against lefties, the Cubs have other bench options against left-handers, including Jake Marisnick and Cameron Maybin. But after talking with his manager this offseason, he knows that he’ll have to perform to keep those opportunities coming.
“He was basically saying, ‘Hey, I’m gonna pencil you in there every day and if we come to July and you’re not cutting it and you’re hitting .150 against lefties, we’re still here to win ball games,’” Pederson said. “And I said, ‘Absolutely.’ I’m not looking for anything guaranteed. I just wanted to have a real opportunity. … I trusted him and I think he’s trusting me.”

Yelich and Haines go all the way back to 2011 at Class A Greensboro, when Haines was a young manager and Yelich was having his breakout season as a prospect. Haines joined the Brewers as hitting coach in 2018, two weeks before Yelich was named NL MVP.\n\nDuring the winter, Yelich traveled to Haines’ home in Nashville to spend time talking about hitting and working through some adjustments. Haines participated in similar sessions with other Brewers hitters, traveling to Miami, for example, to see Omar Narváez and Avisaíl García.\n\n\"I've known him for, what, probably 12 years now, and he's known me since I was 18 years old,” Yelich said. “He's seen me in a lot of different stages in my career. He's seen me play really well. We've been through a lot together. So, I had no hesitation really to -- I really wanted to go out there. It's a different environment. You can really work on some things. You can really just take your time and do whatever. So, that's what we wanted to do. I thought it was a productive trip.\"\n\nSaid Haines: “\\[What\\] 2020 showed us was nothing is automatic in the game. However, I just don’t worry much about Christian. I’m pretty excited for him to get a full, normal Spring Training. Christian having normal preparation -- and he doesn’t need extra motivation. I know people might think there’s some there. But the way he’s made, he never lacks motivation anyway. He’s always pretty much on a mission.”\n\nThere are a couple of big changes around Yelich. Ryan Braun is gone, though he’s not yet formally retired. And Lorenzo Cain is back after electing not to play last season. A return to form for Yelich would be the most impactful addition of all, and he is motivated to make it happen.\n\n“If you're not motivated, stay at home, kind of, in my opinion,” Yelich said. “A Major League season requires so much out of you. It asks for a lot. You have to give the game a lot and if you're not willing to meet the game at that level, it's not going to go well for you.\n\n“So, previous seasons are irrelevant in my opinion. They have no bearing on what you need to do in the future. Every year is a fresh PHOENIX -- Brewers fans prefer the batting title-winning, MVP Award-contending version of Christian Yelich. But self-deprecating Christian Yelich can be entertaining from time to time.
Take Friday, when Yelich was asked to assess the totality of his 2020, everything from the brutal start to the better finish.
“I thought it went pretty good,” he deadpanned. “How about you?”
Then he answered for real.
“I thought I was pretty much all-around terrible,” Yelich said. “It just wasn’t good. But it is what it is. This is baseball. That stuff happens. You can’t change it now and you can’t do anything about it. Good or bad, what you did the previous year doesn’t matter because you can’t do anything about it. Whether you were the MVP the previous year or you [stunk], everybody starts at zero in Spring Training and the new year.
“We live in a business where it’s, ‘What have you done for me lately?’ What I’ve done lately is play terribly. So, I’m looking forward to a fresh start and starting a new year.”
If he’ll permit one final look back, what a year it was for the Brewers’ best player. After winning the National League MVP Award in his debut season in Milwaukee in 2018 and finishing runner-up in ‘19, and winning the first two batting titles in franchise history, Yelich was rewarded with a new contract that extended his current deal by seven years and positioned him to stay with the Brewers through at least 2028 and potentially through ’29, which would be his age 37 season. Yelich sat for a press conference and talked of finishing his career as a Brewer.
That was March 6.
The glow lasted less than a week.
On March 12, baseball suspended Spring Training due to the coronavirus pandemic. Players scattered, then gathered back at the beginning of July to prepare for a 60-game regular season, which saw Yelich go 1-for-27 with 12 strikeouts at the start, and never completely recover. His hard-hit rate remained sky high, but his strikeout rate soared (20.2 percent in 2019 to 30.8 percent in ’20) while his swing rate plummeted (45.2 percent in ’19 to 34.6 percent in ’20). He admitted to feeling lost at times in the batter’s box.
Self-deprecating Yelich became a semi-regular attendee of the Brewers’ Zoom Room. Remember the pop-up down the left-field line in Chicago that became an inside-the-park home run because White Sox outfielder Eloy Jiménez got tangled in the net? Yelich called it the luckiest homer in baseball history, called his recent performance “a zoo,” and said, “it was nice to be able to differentiate balls and strikes again instead of just blindly waving at things and hoping they throw something off your bat."
About a week later, after his home run at Wrigley Field provided the margin of victory over the Cubs, Yelich credited a bucket of bubble gum. He was so bad in his first two at-bats that night, Yelich explained, that he popped some gum before his third time up so he’d have something else to think about.
All season, that’s how it went. He found ways to fight through it.
After the season, Yelich set about fixing it. He has some ideas about what went wrong but opted not to share them with the 29 other MLB teams.
“I feel like I know and have a handle on it, and some other people do as well,” he said.
One of those people is Andy Haines. Yelich and Haines go all the way back to 2011 at Class A Greensboro, when Haines was a young manager and Yelich was having his breakout season as a prospect. Haines joined the Brewers as hitting coach in 2018, two weeks before Yelich was named NL MVP.
During the winter, Yelich traveled to Haines’ home in Nashville to spend time talking about hitting and working through some adjustments. Haines participated in similar sessions with other Brewers hitters, traveling to Miami, for example, to see Omar Narváez and Avisaíl García.
"I've known him for, what, probably 12 years now, and he's known me since I was 18 years old,” Yelich said. “He's seen me in a lot of different stages in my career. He's seen me play really well. We've been through a lot together. So, I had no hesitation really to -- I really wanted to go out there. It's a different environment. You can really work on some things. You can really just take your time and do whatever. So, that's what we wanted to do. I thought it was a productive trip."
Said Haines: “[What] 2020 showed us was nothing is automatic in the game. However, I just don’t worry much about Christian. I’m pretty excited for him to get a full, normal Spring Training. Christian having normal preparation -- and he doesn’t need extra motivation. I know people might think there’s some there. But the way he’s made, he never lacks motivation anyway. He’s always pretty much on a mission.”
There are a couple of big changes around Yelich. Ryan Braun is gone, though he’s not yet formally retired. And Lorenzo Cain is back after electing not to play last season. A return to form for Yelich would be the most impactful addition of all, and he is motivated to make it happen.
“If you're not motivated, stay at home, kind of, in my opinion,” Yelich said. “A Major League season requires so much out of you. It asks for a lot. You have to give the game a lot and if you're not willing to meet the game at that level, it's not going to go well for you.
“So, previous seasons are irrelevant in my opinion. They have no bearing on what you need to do in the future. Every year is a fresh start."
