New Pre-Arrest Juvenile Diversion Program "Fresh START " Press Conference - Anne Arundel County

Anne Arundel County Police Department will hold a press conference on it's newly implemented juvenile pre-arrest diversion Fresh Start Program. Anne Arundel County has been involved in youth diversion for over 20 years, beginning with Teen Court in 1998. Today, we are proud to announce a new innovative and groundbreaking program created by the Juvenile and Victim Assistance Program Director, Ms. Timmeka Perkins, called Fresh S.T.A.R.T. The Anne Arundel County Police Department is currently piloting this pre-arrest youth diversion program in two of the County’s patrol districts and it’s available to all of our School Resource Officers. Fresh S.T.A.R.T. is an acronym for Safe, Trauma-Informed, Accountable, Restorative, Transparent— the core values of the program. Once Fresh S.T.A.R.T. is fully implemented, this program will provide hundreds of Anne Arundel County youth with access to services, linkage to mentors, and most importantly, a second chance. The program is designed to:

  • Decriminalize behaviors while holding youth accountable
  • Reduce racial and ethnic disparities in charging
  • Provide early intervention and services to youth impacted by trauma, mental health, and/or substance abuse needs

The Anne Arundel County Police Department is committed to youth engagement, equity and early intervention. We are so excited to bring the Fresh S.T.A.R.T. program to our youth and families.
